Tried it with all the breakers off as well. If the main breaker is indeed bad, an electrician can pull the meter, then replace the main breaker. Could also be a bus bar issue, or something else within the box. I would suggest taking a piece of wood and placing it on the handle, then wack the wood with a hammer or other tool in the off direction. Start with light taping and slowly get firmer.
