WebJul 4, 2016 · I am another of the seemingly many people fighting the hard starting problem with a Briggs & Stratton OHV Intek I/C engine (in my case, a 28N707 15.5 HP model). I have read many posts on the forum about adjusting the valves, and I have adjusted the valves. I have done this many times, but the engine continues to resist starting.
