Rule of thumb is 1 of each dedicated to science and 1 of each for building, though is more a guideline than rule (I.E. you want more than 8 green science assemblers, trying to scale up early etc.) Thanks ...

Set belt to enable when signal "A" >0, set constant to output 1x "A" signal. Then just turn the constant on / off to enable / disable the belt. Your second question could be solved in various ways.
