WebIt's a little more grey than a true stripped receiver since SCR lowers ship with a bolt, trigger, etc, but theoretically one could still turn an SCR lower into a bolt-action upper. Fightlite might be willing to ship the bolt/parts separate from the lower, or the FFL might be willing to remove those pieces before the transfer.
