This is the value affected by fan speed. it is case and power setting specific, but most people will have an idle coolant temp of 4-7C above their room temp and see loads coolant temps of +6-10C higher than that.

Recently, one of them has developed a rattling noise and both make an annoying humming sound at almost any speed. Once reaching 1300 RPM, the noise is just downright distracting.

Check for update and it will respond it is up to date. That will reveal a "force update" option. Select it and it will reload the current firmware. This isn't bubble noises or a hardware fault, it's simply the sound of the pump. I have 7 fans in my chassis running on quiet, and all I can hear is the pump which is also set to quiet. It has delays for spin up/down to prevent this kind of throttling. You do not need instantaneous fan reaction on a water cooled system. The CPU & OPT headers have small adjustments in the 1.3 to 8-12 second range. The CHA headers run 0,12,25,50 second interval. tobias schmid berneck
